More investigation required for Otaki to northSouth of Levin transport plans

Investigations are continuing on how the proposal for a new connection between SH1 and SH57 fits with our plans to improve SH1 through Horowhenua.  This work aims to improve road safety, shorten journey times and enhance reliability for road users on SH1.  The Otaki to Levin section of the state highway will link with the Kapiti expressway.

Recent economic trends indicate that demand, particularly freight demands, on our transport network is growing so we are expecting pressure on the network to increase through the Horowhenua and also to the north of the Whirokino and Manawatu Bridges.

Recently, Horowhenua District Council have advised that their investigations predict greater economic and population growth for Levin than we had previously expected.  The Horowhenua District Council will be considering how to address increased population predictions and job growth rates as a result of the Wellington Northern Corridor.  They have started to develop their own plans to improve the Levin Town Centre to meet this growth.

We need to do more work to understand how the anticipated growth projections and transport trends are factored into the Transport Agency’s and Horowhenua District Council’s planned improvements to and through the Horowhenua.

We intend to consult on these plans for the state highway improvement alignment options between Otaki and the North of Levin section of the corridor early next year.

Work is continuing on this sections to integrate it with our long-term planning for a four-lane route.

South of Levin, we are looking at how we provide a good transition between the Otaki to Levin project area and the Peka Peka to Otaki expressway section of the Wellington Northern Corridor. This is necessary because the expressway will be completed before a four-lane route is available between Taylors Road and Levin. 

In this area, we are also clarifying how our proposal for a new link between SH1 and SH57 fits with the long-term plan of a four-lane route through to Levin.  This means we are undertaking further detailed investigations before confirming our next steps.

Consultation is being planned for the first half of 2016 to discuss this part of the Otaki to north of Levin project to talk to communities about our long-term plans.

We’re continuing to talk to local property owners identified as affected by the proposals we have sought feedback on.  We may refine our proposals further to suit our long-term plans and also to get the right fit of improvements that suits us, the community and road users.
