Wellington region maintenance programme

Information about roadworks in the Wellington-Kāpiti region

Well maintained roads are an important part of keeping people safe.  While we aim to do this work with as little disruption as possible, we know that roadworks can be inconvenient.  Thanks for your patience and understanding while we do this important work.

Please drive carefully through work sites and stick to the temporary speed limits.  If you’re driving around the Wellington region, roadworks on the state highway network may affect your travel plans.

Below is a quick outline of the major works planned for the coming week from 6 November 2016 .  We’ll keep you posted on future works and have regular updates on local radio stations.

Wellington’s State Highway 2 Ngauranga off-ramp temporary closure

The work to resurface the off-ramp and Ngauranga underpass is being done in conjunction with improvements to the nearby cycle path.

The off-ramp closure is weather dependent as dry conditions are required for resurfacing. In the event of wet weather, resurfacing will be deferred to the following night.

During the off-ramp closure, State Highway 2 motorists heading for Ngauranga Gorge should continue into the city to the Hawkestone Street off-ramp then follow the detour signs to join northbound State Highway 1 traffic at the Tinakori Road on-ramp. The detour will add approximately 10 minutes to a journey.

Partial lane closures on the Ngauranga off-ramp will be required for two more nights to complete the work but it will be open to traffic. Motorists should follow the posted speed limit.

“We’ve timed this work to minimise disruption to road users,” NZ Transport Agency Wellington Highway Manager Neil Walker says. “The State Highway 2 resurfacing work was scheduled as part of the smart motorway project and we’ve held it back to coincide with improvements to the Ngauranga underpass as it’s a continuation of the same route.

“The Ngauranga underpass carries a lot of heavy traffic from Seaview and Horokiwi and we want to make it as safe as possible for motorists, cyclists and pedestrians to travel through with wider lanes, a wider path, clear road markings and a smoother surface. The path will be widened to three metres inside the underpass,” Mr Walker says.

The upgrade of the adjoining 600 metre section of the cycle path that runs next to the State Highway 2 off-ramp is expected to continue until the end of December. The path will be newly sealed and widened to between three and five metres, with ample space for both cyclists and walkers.

“With KiwiRail’s co-operation we’ve been able to secure a safe, temporary route alongside the railway during the upgrade,” says Mr Walker. “We hope that these improvements will encourage people who cycle to use the cycle path instead of State Highway 2. We appreciate people’s patience while the work is being carried out.”

Public to be given glimpse of Maungatapu underpass site

Maungatapu underpass (Hairini Link)

The Maungatapu underpass community day is based at the Maungatapu School on Saturday November 12th between 10am and 3pm. It will be a fun day out for everyone, including activities for the kids, project information and hourly guided walks around the construction site.

The Maungatapu underpass is being constructed on State Highway 29A and includes new cycle links and a cycle and pedestrian bridge above Welcome Bay Road.

The Transport Agency’s highway manager Niclas Johansson says the underpass will separate state highway and local traffic, reducing congestion at peak times and making travel safer for pedestrians and cyclists.

“We are just over one year in to this important build so it’s time to let the community get up close to what is going on and speak to members of the team to find out more about this project.

“The project is a complex one on a busy road and we are making steady progress with the first 16 metre road bridge open and the 36 metre long, 34 tonne pedestrian bridge in use,” Mr Johansson says.

Maungatapu underpass (Hairini Link)

Between July and September 120,000m3 or over 4000 truck and trailer loads of fill was left to settle on the Welcome Bay side of the site.

The second bridge is expected to be completed mid next year.

Members of the public can attend the open day any time between 10am and 3pm on Saturday November 12th.

The guided walks will take place every hour from 10am. The walk is approximately two kilometres long and will take around an hour. There will be a free shuttle back to the School.

The context – what New Zealanders think

The NZ Transport Agency commissioned research to understand what New Zealanders think and say about speed, roads and speed management. The research identified some strong themes about community perceptions and has informed the Transport Agency’s approach to engagement.

Who to engage with

There are three main groups to engage early and often. Each have different interests and requirements, and you will need to tailor your engagement to suit them. The groups are:

  • Community: the people most affected, including local businesses, residents, or commuters.  Think beyond specific neighbourhoods to those who frequently use the road such as drivers, cyclists and pedestrians
  • Stakeholders: people in your region who are interested in speed management and road safety. This includes staff within your own organisation, local Police, community groups, your mayor and councillors, public health and emergency professionals, local MPs, and special interest groups
  • Media: journalists in your community or broader region. While most media report on road safety, the strongest interest in speed management initiatives generally comes from smaller, community-based media

The following pages contain guidance on how to engage with each of these groups, and meet their specific needs.

Engagement helps create a supportive environment within which to undertake your formal consultation requirements under the Setting of Speed Limits Rule. This document focuses on engagement, not formal consultation, for which there are separate requirements.

Flood and fire damaged vehicles

Flood damaged, water damaged and written off vehicles that have not been correctly repaired can compromise the safety of vehicle features such as safety belt pretensioners, airbags and certain electrical systems. Check your vehicle against this list of vehicles that have come to our attention. You’ll need to know the  vehicle identification number (VIN) or chassis number. 

In September 2016 we changed the requirements for the replacement of electronic and pyrotechnic safety components in water damaged vehicles

Note 1: This list is not comprehensive and some listed vehicles may have been restored to acceptable standards.
Note 2: When searching for a Japanese vehicle that was previously registered in Japan you must search using the vehicle manufacturer’s chassis number.

Take extra care at rail crossings in Tauranga next week

Between 6pm Monday 14th November and 7am Tuesday 15th November warning devices (including alarm bells, flashing lights and barrier arms) will not be operating.

The affected level crossings are situated at Matapihi road and State Highway 29. There will be traffic controllers assisting rail crossing users at these sites. The public should abide by all warning signs and directions of staff.

The crossings at Hull Road, Wharf Street and Spring Street will also only have limited warnings in place. At these sites warning devices will only activate as the train nears the crossing.

Trains will be travelling at 10 kilometres an hour when approaching all of these sites.

The whole rail network is affected while trains are switched to the new Matapihi Rd railway line.

KiwiRail is reminding rail crossing users to “expect trains at any time, from either direction” and especially while trains are switched to the new line.

The switch involves removing the existing level crossing alarms and installing them in the new location.

The railway line was moved as part of the preliminary work for the Baypark to Bayfair link upgrade project.

The purpose of the Baypark to Bayfair link upgrade project is to provide the best long-term solution to improve congestion, travel time and safety for all road users along State Highway 2 between Baypark and Bayfair.

Night work on the motorway next week involves earthworks, asphalting, and median barrier installation, and bridge works.installation. If it rains or ground conditions are too wet, work will be postponed until the next available dry night.

Work during the night will allow our crews to operate equipment safely while adjacent to the existing traffic lanes. Work in the shoulder and median work zones will continue during the daytime next week, but this will not affect traffic movements.

Night closures are typically from 9pm at night to 5am in the morning, unless otherwise stated. Detours will be in place to take motorists along local roads, leading back to the next motorway interchange. All detours will be clearly signposted, and maps of the typical routes can be found below.  Please allow extra time for your journey at night.

With the lanes narrowed, there is less time to react to other vehicles and it is important that motorists keep to the 80 km/h speed limit past our work areas. There will be ongoing truck and project vehicle movements accessing the shoulder and median work sites. Keeping both motorists and our team members safe as possible is imperative and we need everyone's help to do this.

As always, we will be doing our best to minimise effects of these works on motorists as much as we can.

A restricted driver is at the greatest risk of having a crash in the first six months of driving solo than at any other time of their life. This increased risk is partly due to driving inexperience.

Safer Journeys identifies young drivers as an area of high concern. This is because young drivers on their restricted licence are over-represented in crashes on New Zealand roads. Restricted drivers are seven times more likely to be involved in a fatal or serious-injury crash than other drivers. (Source: Ministry of Transport: Young Drivers Crash Fact Sheet, 2015)

The challenge

Many parents believe their teenager is a fully competent driver once they have passed their restricted licence test. But this isn’t the case. A restricted licence is called this because it restricts the way in which the licence holder can drive; it has two conditions attached to it. They are not allowed to drive between 10pm and 5am or carry passengers unless they have a supervisor with them (there are some exceptions).

A restricted licence allows the holder to drive independently but they cannot drive after 10 pm at night. They are also unable to drive with passengers in the vehicle unless one of the passengers is a formal supervisor. That is they hold a full current New Zealand drivers licence for at least two years, they sit in the front passenger seat and are able to take control of the vehicle should the need arise.

But breaking these conditions appears to be the norm.

Approximately fourteen percent of restricted drivers breach their licence conditions and are detected by Police each year.

However, self- reported breaches of licence conditions are much higher. In a recent Otago University Study of young New Zealand drivers, two-thirds of drivers reported driving at night (10pm - 5am) without supervision and 78% had driven unsupervised with passengers (source: Rebecca Brookland and Dorothy Begg, Testing Risk Segmentation Model for Young Drivers with the New Zealand Drivers Study Dataset, Final Report, December 2014).

We want to make the restricted driving rules more meaningful to parents so that they reassess the risk, see real value in the licence conditions and realise that they are solely there to protect young drivers from situations where they could get into trouble.

All parents want to keep their kids safe. They can help do that by ensuring their teens stick to the rules.

The target audience and our approach

Our campaign continues to target parents of young drivers on their restricted licence.

A restricted driver is still a new driver. They might be able to perform the tasks of driving but they haven’t yet had the experience of handling other potential dangerous situations on the road, of which there are many. If you add distracting passengers and driving after dark into the mix, young drivers become even more vulnerable.

We all know that parenting teens isn’t that simple - it’s sometimes much easier to pick battles and limit the number of rules that are imposed and enforced. Given that a restricted licence is mutually beneficial to both parents and teens, it’s not too surprising that the restricted licence conditions become one of those rules that parents and teens alike are comfortable to let slide.

This campaign aims to encourage parents to enforce the two restricted licence conditions and show them that they are there for a reason. They limit the opportunity for situations to arise in the car which makes their young drivers driving experience more risky. They enable a young driver to build experience on the road without having to have a supervisor with them. At the same time they limit their exposure to two of the riskiest situations for their age group.

The campaign

The campaign launched on 13 March 2016 on television and cinema. It also has an online presence with advertising through TVNZ On Demand, 3Now On Demand. Other support advertising includes print and radio.

Motorway closures for Bike the Bridge on Sunday

The NZ Transport Agency says the Harbour Bridge will be open at all times during this period, however motorists may experience some delays because fewer lanes will be available.

The Northern Motorway's southbound left lane will be closed after the Esmonde Rd southbound on-ramp (which remains open), with the two southbound left lanes will be closed from Onewa Rd and across the Auckland Harbour Bridge until (and including) the off-ramp exit to Shelly Beach Rd. The Onewa Rd southbound on-ramp (including the bus-only lane) will also be closed during this time. All motorway lanes and exits will be available south of St Mary's Bay.

The Northern Busway will also be closed from Constellation Station to the Onewa Rd interchange, with Sunnynook, Smales Farm and Akoranga Busway Stations also closed between 4.00am and 11.00am.

The Transport Agency says the Bike the Bridge event always attracts a lot of families and asks motorists to please watch out for all those on bikes, especially children, and share the road with extra care this Sunday.
